Adoption England, in collaboration with the Institute of Public Care at Oxford Brookes University as evaluation partners, has published the final report on the Becoming a Family pilot evaluation.

The programme was developed and piloted in England between October 2024 and December 2025, with the involvement of six regional and voluntary adoption agencies (RAAs and VAAs) working collaboratively. Becoming a Family aims to support a more consistent and proactive approach to equipping prospective adopters with the information and support they need in the early stages of their journey, particularly between approval and the Adoption Order to help enable successful adoption experiences.

Adoption England would like to thank all the professionals who contributed to this report. Their insight will play an important role in ensuring the model continues to be shaped by those closest to its delivery.
