Adoption England's response to the DfE's consultation: 'Adoption Support that works for all'
Adoption England welcomes the ambition set out in the DfE's consultation on adoption support. It has a clear intention to strengthen outcomes for adopted and kinship children and their families.
We have worked closely with Regional Adoption Agencies (RAAs) and other stakeholders to provide a collective response to the proposals within the consultation, and highlight areas where further refinement, clarification and system level alignment are required to support effective implementation.
We believe the proposals will only achieve their intended impact if they sit within a clear, coherent national model of adoption support, setting clear direction, shared principles, and system-wide expectations. Adoption England is developing such a
model through extensive engagement with Regional Adoption Agencies (RAAs), Voluntary Adoption Agencies (VAAs), local authorities, national adoption organisations, providers, people with lived experience, and partners across health and education.
The model responds directly to the system challenges identified in this consultation. It articulates what children and families need, how those needs should be met, and how the system will know whether support is making a difference. Its purpose is not only to strengthen adoption support, but also to influence and improve responses across the wider system, including health, education and social care. A strengthened national model will set clearer expectations for culturally sensitive and inclusive practice, alongside proactive outreach and monitoring of access and outcomes.
